Kelly is the Managing Director of Water Resources Engineering in North Texas. She oversees projects involving analysis, design, and management of stormwater and hydraulic drainage systems. Kelly brings a wealth of knowledge in drainage and flood management to projects.

Kelly’s areas of expertise include riverine hydrologic and hydraulic analysis and planning (HEC-RAS, HEC-HMS), closed system and local floodplain analysis and planning, watershed management, and municipal engineering operations.
