Synopsis
One of the most difficult duties of a Floodplain Administrator is administering their community’s substantial damage provision. This NFIP minimum standard can raise complex issues for FPAs at the worst possible time, after a flood disaster. Substantial damage can have a significant impact on both a community’s short-term recovery and long-term resistance. Of course, devastating impacts on the ability of property owners to rebuild are a factor. Floodplain administrators can make a plan for administering substantial damage in advance damage so that in the event of a flood disaster they will be prepared to implement this important provision in a fair, consistent, and compliant manner.
