The Memorial City TIRZ #17 (Tax Increment Reinvestment Zone) encompasses an area in west Houston comprised of retail, medical, and office complexes. This busy, congested area prompted a study to determine what transportation improvements would lessen existing traffic congestion, improve mobility, provide added capacity to support development, and not impact surrounding neighborhoods with cut-through traffic. The 988-acre special district study area is between Beltway 8 and Bunker Hill Road and extends on both sides of the IH 10 corridor. Walter P Moore analyzed numerous scenarios of development intensity and transportation improvements for the 2020 design year. Variables analyzed included development type and location, development density, street network alternatives, and alternative modes. Levels-of-service were determined at critical intersections for several scenarios. The primary improvement options were street widening projects and proposed new streets and the addition of street segments to the major thoroughfare and freeway plan.
